You are bidding on a 12 Gauge Decapping Tool. Manufactured by the H.F. Mann Co. with an 1883 patent date.
This is a superb example of a rare tool. In excellent condition with 95% of the original paint intact. Mechanically functional. Decapping pin is present and unbroken. The pin is frozen in the shaft, likely a touch of rust in the threads. I hit it with some Mouse Milk (great stuff, get some) but did not try to remove it.
